As opposed to what nature does, which is to recognize that some females may be incapable of bearing children, but you don't know which ones, so create the potential to give birth in all of them, and if they cant they may be able to help with the rearing of their sisters babies.
How abusive and sexist this is can be done by looking at boys/men who need testosterone support. That if they are Gay they don't need a normal sized cock because they can be fucked by men that have.
It's also because of siloed risk assessment. Rather than looking at the women's life in the round, what are the actual risks she faces in her life. The assesment is made purely on the additional risk that giving progesterone might bring. Since their is some risk, vs no risk if you don't - no medication is offed despite the massive psychological damage. Also because of the siloing, no account is taken of any operations the women might take to overcome the effects of her puberty being artificially shut off. The issues is dealt with soley in the remit of the endo-criminologist
